Abstract
This newsletter includes six articles related to the Regional Resource and Federal Centers for Special Education Network and its efforts in the area of standards and accountability. In 'Teacher Training and Skills: Necessary Ingredients for Standards and Accountability,' John Copenhaver discusses ways in which the Regional Resource and Federal Center Network can assist states with standards and accountability. Next, 'How Are You Doing?' by Jim Ysseldyke and Ron Erickson discusses the work of the National Center on Educational Outcomes in developing a conceptual model of educational outcomes and related indicators. Eileen Ahearn of the National Association of State Directors of Special Education offers 'NASDSE Wingspread Conference Builds on Accountability Model,' in which she reviews a meeting of stakeholders representative of the disability community which looked at the individual student component of a balanced system of accountability. Ten prioritized recommendations are suggested for changes in the Individualized Education Program process. Ed Roeber of the Council of Chief State School Officers writes about the collaborative effort to help states develop student standards and assessments in 'CCSSO Develops Interstate Assessment Collaborative Effort.' Margie Crutchfield of the Council for Exceptional Children presents standards for education and preparation of special education teachers developed by the CEC in 'CEC Establishes Standards for Accreditation and Certification.' Finally, Ken Olsen of the Mid-South Regional Resource Center reviews collaborative efforts to produce resource materials on standards and alternative assessments in 'MSRRC: Recent Activities Related to Standards and Assessment.'
