Abstract

This report summarizes major findings and recommendations from the first year of the ADA. The study was conducted from October 1991 to November 1992 and reflects developments during that period. It is important to note that 1992 was the first full year of ADA implementation and that this report is based on very early experience in implementing and enforcing the law.
